I would go ahead and call the police department and embelish the story like : "There's this pizza shop that's overcharging on peoples' creditcards. I wouldn't have bothered reporting it, but it's happened to a bunch of other people too. He's charging on average $40 extra on peoples'cards. The CC company told me to contact the authorities."
THEN call in your local news station and tell them about it. I know for a fact if this was in NYC, they'd be there with "Help Me Howard" withinminutes
