Agreed. I played, but my dad was a big influence on that, so I happened to be watching the '91 Twins at 6 years old, got hooked, hung on every WS pitch since. And that's kinda why it is defined as a past tike in my opinion - the passing down of a love for the game.
The inner city involvement I believe to be crucial. Difficult task given the large influence of football, basketball and even soccer, but as with the school system prequesite of having inspirational leaders that can make a difference, it's in the same vein...it takes folks that are willing and can reach kids to get them excited about baseball.
