Damn that sucks about the duty. Surprised that you cited the de minimis exemption and they still charged you duty. I've never experienced this, especially since the exemption was raised to 800 and I have bought watches and shoes from the EU multiple times. Very odd. Good luck man. 

Online appraisal? Did they hit up stockx?

I just don't see how stores can advertise this $800 threshold then customs come around and hit you with the tax after the fact. I was heated when the postal worker came.

Very odd. I'm not an expert, but I'd look into those subheadings.

So they're saying you got dinged because you bought from individual not company? Might want to find different way to receive shoe purchases from overseas. Bet the local usps branch or worker will keep track of your address now.
Never seen a duty letter before. Pure unlucky bs.
