I was previously logged in when the countdown went down to zero. Carted > paypal checkout > confirmed paypal info > errored > refresh/errored about 5-6 more times > finally refreshed and got to confirmation page at TGWO > hit submit, got confirmation email from paypal/TGWO about 15 seconds after.
