Any App Developers? Need Help

I'm wondering if anyone knows of any good tech/developers who would be good at coding & making an iOS/Android app. The people I will refer to you have a budget to get the project/idea done. Just need some recommendations or even developers who are on NT that can get the task done.

Not trying to use Elance and some foreign people with language barriers.
