Yes and no. You're making a still image out of a video but keeping a small portion of the image animated. A gif is just taking a video and making the whole thing into an animated image.

The photoshop ones are a lot better tho, imo.

Without a doubt, but not everyone has Photoshop or the time to make one using Photoshop.
