Artists asking you to use or offering music for background videos?

I'm planning to begin making videos directed at this NT/streetwear culture and was wondering if there is any kinda directory or site that has lesser known or new artists offering their songs to be used for video background? Or even an affordable way to use new beats or instrumentals I could use?

I'm starting to research the whole "licensing" concept but would love to be able to buy just an album and be able to use the song without losing my video some day.

Also still up in the air about choosing between Vimeo and Youtube. Vimeo is likely where I'd use this while YouTube I probably wouldn't even bother unless I figured a system  to be able to credibly show my permission to use the song and stuck with these type of artists to still some how make revenue off of my YT channel.
