did you try store locator for footlocker, footaction, etc?
its best to try that and then call the stores and see what they tell you, Nike in GeorgeTown and the HOH in Bethesda and PG Plaza are pretty much guarantees. While Nike is FCFS, I think the HOH did tickets but i am not sure on that.

Several Footlockers in the DMV will have them according to the Footlocker release site.
Some places are opening up early, but not all.
