They burn coal to generate electricity and heat that are used on site at major industrial facilities.

They are very significant emitters of lead, as chromium, and other toxic pollutants.

Last year, the Environmental Protection Agency set new standards for boilers as part of the Clean Air Act. But some groups oppose the new rules. Donna Harman is president of the American Forest and Paper Association, which represents manufacturers in Virginia and nationwide. She says many companies rely on renewable biomass, not coal. But she says the new boiler rules pose a problem.

Our boiler manufacturers have told us that they can't comply. Because the technology doesn't exist in some cases to meet the standards EPA has put forward.
