People are more protective and tolerant of people of their own race.
The tone is going to be different if they can relate with a person. It's not "right" but it's nature.

Police body cam shows Nashville officers walking past the RV with the bomb a couple minutes before it explodes. You can see the camper parked on the left side of the street. They walk around the corner and bomb goes off at 3:51.
