Can anyone help me design a shirt?

i want to make a sick shirt. last year i had a screen printing class at school so it was a lot easier. but i found a place that can print shirts. i want to make a combination of a stop snitching and free arj (his name) shirt. long story.. any ideas would be helpful. im not sure if this is the right forum, but the general forum is just too vicious, @#%$ would be on page like 7 with 0 replies by now.

does anyone know how to make a real picture into like a cartoon, or a black white lithograph(sp?)
