Either the system, or his priorities are really messed up.

How did he build the limbs when he had lost his own?
Funny because I'm in the midst of a FMA:Brotherhood marathon...
I'm sure he had help from friends and family members.

I don't get it though, without hands how did he build it in the first place?
It's easy to make bombs though. The raw materials for a crude bomb can be made from the simplest of resources.
As far as "healthcare", his problem was with the cost of the prosthetics, which can cost several thousands of dollar more than basic healthcare.
Probably would've cost him and arm and a leg to get his new arms; well he's already lacking arms, and i doubt he's want to give up another limb.
But how did he even begin constructing new arms.. without any hands?

Breaks my heart that my man had to endure 8 years of no arms because of poverty. Much respect to his determination and ingenuity. I hope he can find a way to help others who are suffering from the ills of poverty.
