cleaning concords

i've got these little lines on the pl of my concords.. where I think the sole was supposed to line up at.  any idea on how to clean up?  (pretty sure it's not glue, it was smooth.. or it was a really thin layer of glue)

That looks like glue. Dont mess with it.
