Colleges with a high acceptance rate?

My friend got accepted to Arizona State University with a GPA lower than a 2.0, he didn't even take his SAT or ACT yet he still got in. I checked out the stats behind the school and it turns out the the acceptance rate is 89%.

I'm curious as to why some schools will accept anyone, the tuition is pretty high maybe that's why?

Is money the only thing these schools care about?

you sure? unless he went to a coumminty college first, you have to send your act/sat scores before they even look at your application
