So a while back I installed Windows 7, I'm nearly positive that I chose a fresh install. But I guess it still made the Windows Old folder anyway. Can I delete it with no worries?

Yes it is safe to delete the folder, however you will lose any files on your prior installation. Windows.Old will not affect anything on your current configuration however it does store old items which you might want to move away.
