when i load my internet browser it always asking if i want to restore my last session or new window?? why is it doing it?  i thought i closed the browser down correctly?

using IE is the problem, especially if your still on IE8

or chrome. Problem solved.

Unless you specify you want to the action every time you shut down (i.e. always restore previous session) then you will always get that pop-up.  You're not doing anything wrong, you just haven't told IE to take the same action every time.
