I can no longer install or uninstall ANYTHING, including chrome which no longer has sound

my last option for "fixing" chrome was re-installing it... but I realize I can't install anything now!

just tried this

made it sooooo much worse, got to the log in screen and just flashed.
restarted, hit f8, tried restore from there, failed, somehow I'm back...

think it's time to back everything up and redo the machine
