You can play Pokemon on your computer, even online too. Use No$GBA, and then just google the game you want with ROM at the end of it.
To play online you'll need to find a specific spot that accepts Nintendo Wifi. Some libraries have it.
There's also a program called Pokesav which allows you to edit your save file, you can put any/all pokemon you want on it.
