Ebay: Shipping Internationally

How come alot of ebay users don't ship internationally? Do selling internationally usually lead to scams?
I have an Iphone for sale and someone from Philippines asked if i would ship my item there. He's paying for shipping btw

because PayPal didnt use to confirm the addresses outside of the US....now I think some international addresses are confirmed

Yes... that's why. eBay/Paypal gets paid in the end so they don't care to get to the bottom of it all. DON'T DO IT even if you have to sacrificesome money.

Most countries are starting to have confirmed addresses. I ship overseas all the time and have only been scammed a few times.
