eBay now has a new dispute process, where you can call a toll free number to help you if you don't receive an item. I haven't received 2 items andrecently opened a PayPal claim. One of them was closed after the seller used a fake tracking number. When I was on the phone with eBay, the lady said to closethe PayPal disputes, because eBay would send me a refund. How legit is that, because once you close a PayPal dispute you can't open it back up (There'sa possibility that eBay won't come through)?
