Bad idea, if you don't have experience in my opinion, it'll just leave a bad impression in the visitors.

If you're ona tight budget I'd just visit a local art university and ask a 2. or 3. year student to design it for a small amount of money.

You can buy the domain, and do everything you need to do to get a site up and running. They have website builder or something like that which simply shows you how to design and create the page layout, its something like $9/ month or something. And then you have to pay the $9/ year for the domain and for hosting as well.

All of the suggestions listed are good ones. Make sure you read up on HTML and CSS to get a background. Asking for a help from a design student would be good too. The main hting is make sure the content management portion of the sit is easy for you to navigate.

For instance my site is on Blogger, honestly the layout/design on my blog is lacking, but the CMS side is easy to use. It's also free, all I had to buy was the domain name.

buy a domain off namecheap, get hosting via hostgator or blue host or something similar and upload wordpress. you'll have your own domain and you'll be able to style it the way you want.

you could probably grab a coupon for namecheap and hostgator and get it up and running for less than 15 bucks. everything else is just taking the time to learn how to customize wordpress to your liking.

how much should you offer?

Not sure actually, depends on the complexity of the project. If it can be done relatively quickly, a few days of work, then I'd guess students will do it for maybe 100 dollars or maybe even less, I remember I had classmates pay 100 dollars to older kids for technical drawings.
In addition it'll be an asset for the student if you allow him/her to do add to their portfolio and it's a job they'll actually enjoy doing.

best bet is to get legit hosting, domain name, and use a wordpress theme to customize.

it's straightforward, easy to use, and highly customizable.

If you dont have experience and you're doing it for business purposes, the best thing you can do is use social networking sites or pay someone to put something together with you. Putting together a janky website just for the sake of not hiring someone and shelling out cash is a bad look on your business' front and, well... If that's the kind of image you want to put out there...

If you want my further advice, stay away from flash. Try to keep everything html5/CSS3 and keep it clean and simple. Dont add any audio that autoplays and make it touch screen friendly.
