iCloud lock can only be unlocked by Apple and you gotta show proof of purchase. Most likely the person who lost it along w/the carrier are tracking the phone (Icloud/lookout).


IMEI block will apply also. Clearing it on the new IOS firmware is not easy nor smart, every carrier plugs in the current IMEI onto your account.

There are ways to unlock an iCloud locked device, I'm just not sure of any. I know a guy who buys stolen phones from CL for the low and has someone else unlock them so he can sell them on eBay. I'll ask him about it next time I get a haircut
