I think it is a intelligence device used by the United States to control the weather. It suppose to be capable of causing natural disasters. I think the device may go as far as planting bugs or devices in soldiers so that kill with no remorse. If I'm not mistaken, HAARP has also been seen in Marvel comics as a secret intelligence operation that's not good.
