I got caught tagging by a cop , I was on a foot chase while cop was in a car

Dude grabbed me by the neck and had a pepper spray in 1 hand and I threw punches at his face and then came along his pepper spray , after I hit him I ran away with pepper spray , I couldnt see where I was going so the guy caught me down the block.
