No because it was taken away before he could have used it. Arthur's power happens either instantaneously or too fast to react to. Idon't think it's not a completion thing where his dad was taking away his power (0%...20%... 50%...) and then Peter could have stopped it by taking itright back. If so, it was too late because it either happened too fast, or instantaneously.

I wondering about Peter's fall. Either Peter somehow, unconsciously, prevented Pops P. from completely taking his powers and it's slowly returning or Sylar did actually save him.
I wonder whose telling the truth Moms or Pops? I believe Pops more. Angela seems more manipulative than Arthur. Either way, Sylar is nothing but a pawn in this chess game.
