This can be done through Garageband.
  1. open garageband then select iphone ringtone and click the voice.
  2. Select what song you want from finder then drag and drop it into the Garageband timeline.
  3. Next trim it down simply by shortening the orange area. Once you click on the orange area a new window will open up and you can shorten it from there.
  4. Once you're done at the top of the page there should be a tab that says "share" click that
  5. select "send ringtone to itunes" then you're down.
Garbageband will convert the mp3s for you.
Pix for reference.

You can also use iTunes
  1. select song you want to use.
  2. right click the song and select "get info" then from the "options" tab select the start time and stop time.
  3. Next right click the song again and there will be an option that says "create ACC version"
  4. After you click that another smaller version of the song will be added to your itunes. It will only be as long as you made it from checking the start time and stop time.
  5. Next right click the song and click "show in finder" The song should be a .mpa format.
  6. Change the extension to .m4r
  7. Once done update your itunes library then the song should go to your ringtones folder in itunes.
