How Do You Make Avy's???

I was originally gonna make this a thread asking someone to turn a section of a video into an avy for me, but then I realized I'd rather learn to fish than be given a fish.
So, anyone willing to share info?  

I have PS and I'm willing to get whatever else I need. Thanks in advance!

Damn, I forgot to make them. It's been so long since I had one.

Last time I made any avy, ska warned me that it was like 1000x the maximum allowed file size. i don't think i was doing it right.
