Is there a way to frame these pictures and make them all the same size?

I would just use paintshop pro to resize them. They dont' all appear to be the same aspect ratio though so some will get skewed. Your best bet is to decidewhether you want all the height or all the widths to be the same. As for border, what do you mean, something graphicy? Or just add the border="3"color="red" attributes to your img tags

there are html to craigslist converter on the web that allow you to format ad as you wish. the converter then generates the ad into html format so you cansimply copy and paste the code it spits out. search google for 'html to craigslist' (i think thats what i did)
