Like others have said - it's your REM cycle. Look it up, do some research based on your sleeping cycle and adjust it accordingly. I had this problem too, and once I got adjusted to the time I slept to the time I woke up - it worked magically.
 
There's an interesting iphone app that monitors your movements while you're asleep and then wakes you at the right time - you set a range for when you want to wake up, e.g. 7:30-8:00, and then it sets off the alarm when you are in the lightest sleep.

I'm going to try it next week when I'm away for a few days.
