Thursday, the California Legislatureapproved a $20 million settlement for Jaycee Dugard, who was kidnappedat 11 years old and held captive for 18 years. Last fall, the state ofCalifornia determined that authorities failed to properly supervisePhillip Garrido, who was on parole for rape and is currently in jailand charged with Dugard’s kidnapping. The settlement was determined bythe fact that state attorney’s warned that if it went to a jury thesettlement would be “extremely high.
