Dont know if anyone else has this problem but it is a pet peeve of mine. I have noticed that a large majority of my jeans all which have a inseam of 30" actually measure quite different in the length up to 4". It becomes quite aggravating especially if  I shop on line or my girl or someone else gives them as a gift and I try them on only to have them be high waters or when wearing loafers drag on the ground. I hate constantly stepping on the back of my jeans. I know I can have them hemmed but that is a lot of hassle I just want them to be the length that is stated on the tag.
End Rant

length does not always equal inseam so it can definitely be deceiving
