There are a couple Apps out there that do it.  I have Pic Stitch on my iphone for it (because it was free).  But i can never get them to turn out well. There are other paid apps like Picture Frames HD, and Photo Collage, Dyptic Frames, Photo Frame Maker

If anyone knows of one that works the best i would like to know too

PicFrame works great. lots of diff frames and wont distort pictures
