International shipping question

I sold a pair of shoes on Ebay to a customer in New Zealand way back in Febuary. Before this i never had any problems shipping to foreign customers. So anyway I Shipped it via USPS Air Mail with tracking number. The tracking number said it was scanned and processed but nothing was updated since. Two months later , buyer tell me he didn't receive the shoes and he is about to file a charge back on paypal. I told him once the package is out of my hand i have no control over it plus he didn't pay for insurance. He probably going to file a chargeback soon. What side will paypal take though? I have the tracking number and it was shipped . I also contacted my post office and they said they have no control over it once it is shipped

- did you offer insurance though?
- do you still have the receipt?
- aren't you entitled to some compensation from USPS regardless if you have or didnt have insurance?

what you can't control in intl shipments is 1. transit time unless it's a guaranteed service 2. once it's in the foreign country's hands

looking on how Paypal acts, buyers always win.

i offered insurance but the buyer didn't accept it. Basically it cost me $32 to ship to New Zealand via Air Mail

I still have the receipt and the copy of the custom form. I told buyer once it is out of my hand i have no control over it. You think Paypal will take my side if i provide them with the receipt ?
 
buyer will win since hes filing a chargeback, theres nothing you can do about it really.
 
you can try, but honestly Paypal sides with the buyers 90% of the time.

if you can also retrieve those emails where the buyer tells you he doesn't want insurance, send a copy to Paypal.

Means nothing when you accept payments using paypal. If the tracking number does not show the item as delivered at the confirmed address, you will lose the dispute.
