I think it depends more on how big or skinny your legs are and your desired fit than your waist measurement. with a 30" waist, small and medium will both fit in my experience. If you want a tighter fit go small, if you want a little more room through the leg go medium. Also the dark grey terry 75/25 cotton/poly products from JE fit a bit tighter/smaller than their 100% cotton counterparts.
