depends on the context clues but usually i think LA= Los Angeles, la=lousiana

Even if I saw "LA" on a mailing address I'd still have to think twice about it before thinking of Louisiana.

Los Angles. Always, because you never hear anyone refer to Louisiana as "LA" unless it's state abbreviations...
