Looks like they're going Wikileaks w/ Anonymous and co., except instead of being given secret info, they're planning on taking it themselves.
This can be good or bad, imo - 1) the possibility of more absurd cybersecurity laws being enacted (like considering cyber attacks "acts of war": http://www.nytimes.com/20.../politics/01cyber.html), and/or 2) the potential for more classified documents to be uncovered (then, of course, the question becomes: which of these documents should society know about?).
