Why not just go with the same character? 
Like what reason is there to make someone completely new when there isn't any conflict? I don't remember the woman that talked to Tony in Civil War going into any real detail about her background, so there's no reason that she couldn't have been from Harlem. Furthermore, i'd say it would make far more sense that she was able to meet up with Tony freaking Stark like that if she's a congresswoman.
