Need Computer Help! vol. Task Manager Disabled

Aight I have a serious problem. When my computer loads up, I only see my background...no icons, no start menu. Nothing. When I try to use ctrl+alt+delete tobring up my start menu it says "task manager has been disabled by your administrator". To top it off, the virus doesn't allow me to accessanti-virus sites or go to any site which has the solution to the problem. Any suggestions? I figured there's gotta be a few tech savvy people on NT to helpme out

attempt to boot in safe mode first. Then try running whatever virus scan you use.

Tried safe mode...icons were still MIA

I had that task manager problem too, but I uninstalled something and it suddenly worked. So if you can, try to go through your 'uninstall programs'thing and try to weed out anything that looks suspicious. Good luck...
