A netbook is simply a stripped down lap top. So you can use wifi for internet access or you have to buy a broadband card thingy for mobile internet anywhere,just like you would have to do if you wanted mobile internet on your laptop. There is always the tethering option, but that depends on cell phone, cell phoneprovider and their data plans.

Best deals were probably online, dell always has coupons and sales and QVC had a good netbook sale not too long ago but it's a little late in the game foronline purchases.
 
You can get them around 230$ Asus has some of the more powerful ones I have seen out, but in most cases you are going to get like an Intel Atom processor, 1gbof installed ram (2 max), and 6 cell battery. There are a few with hdmi out and other extra, but I am going to assume you want to stay below 3 bills. Netbooksfail at a significantly higher rate than laptops, regardless of brand so I'd try to talk him into a slimmer laptop (plus you get the optical drive andgenerally more power)

I like getting a Dell myself as a gift, since you can get 20% cashback even on outlet purchase, you can even get him something relatively powerful like the13.3 XPS or Studio 14z with Intel Core 2, dedicated graphics, 3g ram is showing one for 540 right now minus 20% cashback (you can also buy coupons off ebay for1cent) equals 432. I don't know how much you love him, but that's better than a normal netbook

Wi-fi is built in. Radioshack, Best Buy, Office Max, and Office Depot carry assortments of them I've owned an Acer netbook and I currently have a HPnetbook
