I hate to say this but it would never be fully implemented. Death is population control, something the government/authorities/doctors have control over.
Organ donor in a life threatening car accident? EMTs wont try half as hard to save your life once they see you're an organ donor. I hate to say it, but its true.

so its an involuntary system? as in the car/truck did the stoppin and it wasnt just better brakes?
cause in my head, im thinking, you can have the best brakes in the world, but if you not paying attention (distracted) it wont help.
