On my Forerunner 945 always fluctuates between 60 and 62. Doesn’t seem to be a fan of my zone 1 HR easy runs. Always jumps back up after a speed workout

64 and I've actually had it tested at near peak fitness @66. I'm impressed how close Garmin actually is based on its algorithm.
