NT - help me with this ruling (basketball related)

in an official game, if a player goes for a shot or layup and gets fouled but throws the ball up and a defender blocks the ball or catches the ball while it is descending close to the basket (assuming it has potential to make it into the basket) is that considered an and-1(bucket and one free throw)? or just two free throws?

People that say it's not AND1 are confusing it with what KG used to do when he could jump, which was to block layups that people would throw up for the hell of it after a foul on the ground. It was more of a "our basket is sacred at all times" mentality than an actual attempt to stop scoring.
 
the player was fouled in the act of shooting, so thats 2 shots.
as you said there was goaltending the basket would count and another shot for the foul
