NT school me on a paypal credit card chargeback

please explain this term, ive heard it before but im clueless on what it actually is. is it any different for a canadian credit card company? what is the effect on a seller and on a buyer? who is at risk? thanks

on the seller, the effect is they lose money even after shipping out the product. buyer can get their money back if they are scammed or if they want to pull a scam they can receive the item and file a chargeback.
