fom what i've read, yes..trading/deposit will stop in 3months...but access to funds still be available. lvl1 accounts since unverified can still use if ur using vpn. also, binance US is launching....so i'm not sure how that'll play out.
binance so huge that it needs to be compliant in order to make the moves they are making....there'll always be "shady" or unregulated exchanges so

Once an exchange begins letting you purchase crypto directly from the exchange it becomes a red flag to regulate the exchange, at least by U.S. standards anyway. That's the trend I appear to notice for the most part.
