You can also flip it the other way as well. It's Beerus's fault for not destroying the weaker planets and instead lounging around eating earth food and sleeping.
One thing that seems to be common between both of them is that they are both at fault for being too lax. kai should have been training while beerus should have been knocking out the LCD in order to bring the number up as a whole. That's what I think those four universes were doing.
