He knew from the jump that he wanted Gohan to defeat him and take his mantle as earth’s protector and to do that he had to beat Cell at full strength. The other world tournament supported my theory even though it isn’t canon. Pikkon was folding Cell like it was nothing and Goku folded Pikkon

Today it hit me that Trunks who is essentially a side character has a major villain kill while Vegeta the second most important character, who's likely been in the second most episodes, who has by far the most character development doesn't have one....
