Yeah this is a bad idea. Pass the bill that is already agreed upon, then pass a clean $1400 increase on top of that.
Sending the bill back to the House just resets the *******. The GOP can easily flip this into a situation where the Dems have to figure out a way to meet Trump's demand, instead of them having to change their position and agree to a bigger bill.
