They get accidents. When they do though, they're usually bad(death or severe injury). In cities they go slow(10-30 mph), so there's not much chance for accidents

Not true at all. They certainly have licenses over there. Most people don't know how to drive because they don't drive in India. If they do drive, chances are it's a motorcycle/moped, which is totally different from driving a car in the states. They have auto insurance, but most people choose not to get it. It's not mandated and they think it's a waste of money. Wait until all the road construction finishes, they're going to be buying it then. Some of the highways there are so much better than the nice ones here.
