Paypal Gift scammed, need advice

-Look at his listing, Ask a friend or make a new account then BID! (choose an expensive pair)
-Pay with Credit card only!!! via ebay transaction.
-When you got the shoe file a dispute on ebay! (claim fake, ask CC for charge back)
-?????
-profit?

This is some advice but not the greatest. Same thing happened to me once a good year back and I just reported as my account got hacked and got my money back.

I'd recommend never doing that again.

PayPal charges money for a SERVICE. If you don't like the SERVICE, don't use it...but don't try to scam them for commission free payments.
