PC/LC/Information Needed

First off, thank you for reading this. I'm unable to post pics from my phone, so if anyone wants to help me out via emailing the pics to them and them getting posted, please PM me.
I bought some vintage looking Nike Blazers... and there's something to them that raises more questions than anything.

1) the shoes are deadstock, the box is plain white, and obviously aged. there's no Nike branding anywhere on it and the label reads as follows :

MODEL : BLAZER HI-TOP C/M

UPPER COLOR : WHITE

LETTERING : MR. BILL 525

and there's a 16 stamped to the right of the label.

well, i did some research and found pics @ http://www.defunkd.com/20...r-made-in-japan-part-ii/

I guess my question is what's the history on these, who is Mr. Bill and did I hit a comeup as I paid significantly less than retail?
